I. GENERAL INFORMATION

Being a public college directly subordinated to Culture, Sport and Tourism Ministry, Hai Phong Vocational College of Tourism and Services provides human resources for the tourism and hospitality industry in the major northern parts of Vietnam.
Currently, the percentage of trained labors in the region has reached only 18.0% of 10.7 million. According to the human resource development plan, the rate should be raised up to 50% and 60% by 2015 and 2020 respectively. Therefore, Ministry of Labor, War Invalids and Social Welfare has a plan that a network of vocational institutions will have been developed to 2020. As one of these, an investment has been put in Hai Phong Vocational College of Tourism and Services, especially in such key vocations as Hotel Management, Food and Beverage Management, Tour Guiding, and Professional Cookery Skills. Its goal is to become a training institution with international quality by 2015.

Training scale in 2011: 2,300 students (1,500 college-level students, 800 students at vocational primary and secondary level).
Training scale in 2015: 6,000 students (4,000 college-level students, 2,000 students at vocational primary and secondary level).
The joint-training programs at university and college levels with foreign countries are now being developed.
III. MANAGING AND TEACHING STAFF
Out of 100 staff in total, there is one Doctor of Philosophy (PhD), 10 Masters of Arts (MA), 68 Bachelors of Arts (BA) and 23 Bachelors of Arts in English.
The managing and teaching staff have been trained thoroughly in the fields of tourism and service and updated with modern teaching methods. The professional teachers are able to give lectures in English if required.
IV. FACILITIES
On an area of 108,000 square meters in Nam Son ward, An Duong district, Hai Phong city, a new campus has just been constructed with a total investment of 200 billion VND equal to 10 Mill.USD from the state budget. The work items include:
- An administrative building;
 - Two classroom buildings for 2,000 students per shift;

- A practical restaurant for 150 students per shift;

- Practical kitchens for 200 students per shift;

- Practical rooms of Housekeeping, Tour Operation, Tour Guiding and Front Office;
- 02 language Labs for 100 students per shift;
- 03 IT Labs equipped with software’’s of hotel management, hotel booking, airline-ticket booking ... for 150 students per shift;

- An e-library and a reading room for 250 students per shift;
- A hostel for 180 students.
 Some of the practical rooms, such as F.O, Housekeeping, Food Processing & Pastry have been equipped by the European Union under Vietnamese Human Resource Development Project. Moreover, with the funds from the Vocational Training Renovation Project by 2020 and from the Project of Strengthening Vocational Training Capacity in the period of 2006-2010, more facilities and teaching materials are going to be built and equipped respectively.
V. DEVELOPMENT ORIENTATION:
Haiphong Vocational College of Tourism and Services is defined to be an international standard training institution by 2015. With the fund of 480 billion VND equal to 24 Mill. USD from the Vocational Training Renovation Project in the period of 2011 - 2020, an investment is going to be put in training both managing and teaching staff in their professions and English, in developing training programs (syllabus) and course books to meet the requirements, in supplying new training equipments and especially in building an international 3-star practical hotel.
In Hai Phong and the neighboring provinces, there have not been any training institutions which provide training in hotel management, F&B management, business management, financial management, etc... Students who can afford the costs have to study abroad. From the learner’’s needs and the plan of developing international quality human resources in the region, we are looking for the co-operative partner schools with the following principles required :
- The Hai Phong Vocational College of Tourism and Services will provide the facilities and technical equipments, take care of living and working conditions of lecturers and learners, manage training process. The local teachers will teach some subjects in the program if such approved.
- The co-operative schools will provide training programs, course books, and lecturers for specialized subjects, will assure training qualities and coordinate with the college in issuing the degrees.
